The role of population age structure dynamics in the decline of internal migration in Russia

Studies in many countries document a decline in internal migration. In Russia, this trend has also been observed since 2018; however, calculations based on individual-level anonymized data for 2011–2023 show that the decline began as early as 2013 and was masked by a growing number of cases of “auto-return” (the automatic return to the place of permanent residence after the expiration of temporary registration). The scale of this phenomenon increased following a sustained decline in registrations at both place of residence and place of stay. The aim of this study is to analyze the scale and trajectory of the decline in internal migration in Russia and to identify the causes of these changes—primarily to trace the impact of changes in the population age structure on internal migration dynamics. Contrary to expectations, relocations registered at the place of residence declined more rapidly, while the number of registrations at the place of stay began to decrease later. Migration intensity decreased across all age groups, but most notably among young people aged 17–31, where the reduction exceeded 30%; in other age groups, the reduction was less pronounced. The decline in migration intensity was accompanied by wave-like changes in the population age structure, which led to a substantial reduction in the population at peak migration ages during the study period. According to our calculations, based on actual age-specific migration rates for 2011–2023 and a fixed population age structure (held constant at 2011 levels), age-related changes may account for 27% of the decline in internal migration over the study period. The causes of the sustained decline in age-specific migration rates, particularly among younger cohorts, require further investigation. It remains unclear how the quality of statistical registration of internal migration may have affected the recorded volumes.
