Пенсионная реформа–2019: детерминанты, последствия, альтернативы
Аннотация
В статье с помощью демографических методов анализируются обоснование и последствия реформы российской распределительной пенсионной системы. Реформа будет выгодна для госбюджета, но ценой больших непредусмотренных социальных издержек. В противоположность официальной позиции, условия смертности не благоприятствуют увеличению пенсионного возраста. Ссылка на падающий демографический коэффициент поддержки создает обманчивое представление о срочности увеличения пенсионного возраста. Начатое быстрое и большое повышение пенсионного возраста обеспечит значительное сокращение обязательств Пенсионного Фонда России, чего, однако, будет далеко не достаточно для балансирования его бюджета. Реформа создает принципиально новую и трудноразрешимую задачу обеспечения права на труд лиц, лишившихся права на пенсию. В той мере, в какой эту задачу решить удастся, Пенсионный Фонд России и госбюджет будут пополняться дополнительными поступлениями. Вместе с тем в той мере, в какой эта задача останется нерешенной, возникнет и будет воспроизводиться социальная группа лиц старших возрастов, лишенных дохода. В течение ограниченного времени их существование будет обеспечено пособиями по безработице. Россия обладает масштабными альтернативными ресурсами разрешения пенсионной проблемы, которые состоят, среди прочего, в повышении собираемости пенсионных отчислений, производительности труда и занятости населения, а также в развитии накопительных форм пенсионного страхования.
